WiFi connect behavior iPad

It puzzled me why one time a connection is made with a access point or hotspot is made fast sometimes slow.

What is happening when the access point or hotspot is active and you have disabled the network on your iPad? The iPad stops transmitting and and so disconnects existing WiFi connections and goes in listening mode to make a list of all transmitting networks.

What are the two workings that a connection is made:

- when a know access point/hotspot is already active for 35 second after the iPad is started or the WiFi network is activated on the iPad it connects directly
- when a know access point/hotspot is activated after the iPad is started it will take 35 seconds before the iPad connects if there is not yet an already active connection to a know network

When there are more than one known access point/hotspot active the first in alphabetical order will be connected because that one is first on the list if there is not already an active connection.

I have looked everywhere and also in apps that are available in Cydia (Jailbreak) and I can't find a way to have the iPad connect to a activated network faster.

Yes, it would be also great to set Wifi priorities. iPad could then connect to our wifi cards every time they are in range.
