is it possible to use the iPad as the camera source and have another iPad wok as shutter snitch?

Yes, but you'll probably not want to use it like that.

You'd set up an action to be performed every time a new photo is taken on the source iPad, to have it sent (export to location) to the receiving iPad.

But for every picture you take, you'd have to tap the wrench-icon -> Import images -> Camera, then take the photo, and then accept it. That doesn't sound pleasent to me..
