The Eye-Fi card will only send to one receiver.
You could set up one iPad as the main receiver and then have that iPad send new incoming photos to the other iPad(s) via Actions.
For this to work, all iPads and the Eye-Fi card would have to be on the same wireless network (so Eye-Fi Direct Mode won't be an option).
1. For each iPad you're going to send to, enter a collection and note the IP it listens on.
2. On the "master receiver iPad", enter a collection with some photos in it. Tap the export-icon on the far left in the toolbar and pick a picture or two. Tap the Export button and choose "Other location". Tap the Edit button and for each iPad you want to send to, add a new FTP location with the Host IP, username, and password (usually "snitch" and the super user password). Tapping the location should transfer the files if you're inside a collection on the other iPad.
3. In the collection overview on your master iPad, tap the Options button in the top left-hand corner and pick "Actions". Then tap "Edit" and tap "Add new task". Give it a description and tap the plus-button and tap "Export to location". Pick the iPad location you created in step 2. If you have more than one iPad, tap the plus sign and add the other ones too.
4. Tap the back button, tap "Done" and turn on the "Enable Actions" button and make sure that there's a checkmark to the right of the task you just created.
Now files should be transferred to the other iPad(s) when it arrives from the Eye-Fi card.
